BERLIN–– Porsche Automobil Holding SE POAHY -1.77 % said Saturday that Chief Executive Martin Winterkorn is stepping down, effective Oct. 31.

Hans Dieter Pötsch will succeed Mr. Winterkorn as chief executive on Nov. 1. Mr. Winterkorn’s departure was widely expected after his resignation under pressure last month as CEO of Volkswagen AG VLKAY -2.70 % .

Mr. Pötsch is chairman of Volkswagen’s supervisory board and is also finance chief of Porsche SE. Porsche SE has no direct management control over Volkswagen. The holding company, belonging to the Porsche and Pietch families, owns around 52% of Volkswagen’s voting stock and is the car maker’s largest shareholder.

Mr. Winterkorn resigned from Volkswagen after the company admitted it manipulated emissions tests of some diesel-powered cars and light trucks in the U.S. and Europe. The company is under investigation on suspicion of fraud on both sides of the Atlantic and is preparing to launch a massive recall of up to 11 million vehicles.

JERUSALEM — On his first visit to Israel as mayor amid heightened tension in the country, Mayor de Blasio stressed the need for peace while meeting Jewish and Arab families whose kids go to school side by side.

"This is an example of the way forward,” de Blasio said after meeting kids and parents from the Hand in Hand school.

"It's a painful moment here in Israel. It's a moment when I'm certainly here in solidarity with the people of Israel. But at the same time we have to think of every way to support those who are trying to move things forward — and look to a day when there is greater understanding."

Hizzoner arrived in Israel at a time of high threat. More than two dozen attacks in recent weeks have killed at least seven Israelis, mostly in Jerusalem. There were three more stabbing attempts Saturday morning, and all three attackers were killed.

He met students and parents from the Hand in Hand school as they were touring an olive grove and vineyard at the Mony Winery in Beit Shemesh, outside Jerusalem.

The school brings Jewish, Arab Israeli and Palestinian kids together in the same classrooms, teaching in both Hebrew and Arabic. It is a rarity in Israel, where education is usually separate.

De Blasio said he was struck to hear parents and kids alike say they did not have any friends across cultural lines until joining the school.

"The Jewish children did not have Arab friends and Arab children did not have Jewish friends. And that level of separation obviously makes it hard to move forward," he said. "Now because of the school they're actually sitting down at the same table and breaking bread. That's inspiring."

De Blasio shared a toast in both languages — "Saha" in Arabic and "L'Chaim" in Hebrew — with a group of parents and kids seated around a table nestled in a cave at the vineyard.

"Kids grow up in this country being scared of the other. No matter if they're Jewish or Palestinian, they're scared of the other," said Bali Streett, the mom of three kids at the school, who is Jewish.

"Kids growing up in this community, they're not scared," she said. "They learn to respect each other."

Morad Muna, 35, said some of his fellow Palestinians in East Jerusalem have been puzzled by his decision to send his 7-year-old son to the school.

"Palestinians in East Jerusalem are occupied. They see the other side as the soldiers, the police men ... they feel that the other side is an enemy for them," he said, adding he thought it was a "big opportunity" that the New York mayor had chosen to listen to the views of Palestinians.

"We are two separate places. It's one city, but it's two separate places, East and West."

Hand in Hand was torched in an arson attack by right wing extremist Jews last year. CEO Shuli Dichter said demand for seats has exploded since then.

"We were a little worried last year because we thought this might discourage parents from joining us. But it was the other way around," he said.

Earlier Saturday, de Blasio had brunch with Tel Aviv Mayor Ron Huldai at Manta Ray, a seaside restaurant in the city, dining on shakshuka and discussing the security situation.

"Innocent civilians are being attacked. It's undermining the sense of security in this country. And it's morally wrong," de Blasio said.

On a lighter note, Huldai gifted his New York counterpart with a beach towel, flip-flops and a paddle ball set as they joked about the superiority of Tel Aviv's beaches.

"Coney Island is wonderful — but you have something very special here," de Blasio said.

Later Saturday, de Blasio planned to visit victims of terrorist attacks in the hospital with the mayor of Jerusalem.

"That was shrinkage for me," the 21-year-old singer joked in an interview with Access Hollywood set to air on Monday.

Photos obtained by the Daily News on Oct. 7 showed the pop star traipsing around Bora Bora in the nude with 20-year-old model Jayde Pierce. An uncensored photo of a full-frontal Bieber later circulated on social media.

The singer admitted he was less than thrilled with the paparazzi invasion.

"My first thing was like, how can they do this?" he told Access Hollywood. "Like, I feel super violated. Like, I feel like I can't step outside and feel like I can go outside naked."

"You should feel comfortable in your own space, especially that far away," he added.

But Bieber's mixed feelings on the photos didn't stop thousands of curious fans from taking a peek — apparently including his own father, who paid him a bizarre compliment two days later.

"@justinbieber what do you feed that thing. #proud daddy," Jeremy Bieber told his son in a later-deleted tweet, accompanied by a blushing face emoji.

The elder Bieber then cryptically tweeted a photo of a dog at his son, captioning it, "He's a beaut."

The Canadian crooner can also be proud of his recent milestone, earning his first No. 1 hit on Billboard's Hot 100 chart last month with the single "What Do You Mean?"

"To have a Billboard number one is really special because it's like everything added up together," he told the entertainment program. "I debuted at number one and I think I'm the youngest person to debut at number one, which is pretty awesome."

Jason “Mayhem” Miller was arrested Friday at his Mission Viejo home after the brawler turned belligerent when deputies responded to an early morning disturbance call, Orange County Sheriff's Department said in a statement.

An anonymous caller reported trouble at house around 1:30 a.m., and investigators heard a female screaming when they pulled up. As the deputies walked up to the home through the side yard, a furiously screaming Miller confronted them, the sheriff’s office said.

The 34-year-old professional mixed martial artist allegedly threw a ceramic tile at one of the officers. He threatened them with a fire extinguisher and a metal pole before he ran to the backyard, officials said.

The deputies tased Miller in an attempt to subdue his rage, but he struggled for eight more minutes before the officers finally got him in handcuffs.

The middleweight was booked into the orange County jail on suspicion of assault with a deadly weapon on a peace officer. He’s being held on $50,000 bail and is due in court on Monday, the department said.

Miller’s Friday arrest is the latest on his years-long rap sheet.

Earlier this year, Miller brawled with Laguna Beach cops inside a Southern California restaurant.

The Mohawked combatant kicked and spit on officers responding to a March disturbance call and was eventually booked on charges of resisting an officer by using violence, battery on officers, resisting arrest and obstructing.

Last year, Miller was arrested after he live-tweeted an hours-long standoff with police. The MMA fighter barricades himself inside his home and refused to surrender to police who were trying to arrest him on several outstanding warrants.

He also was arrested in August 2012 after cops found him sleeping naked on a couch inside the Mission Viejo’s Mission Hills Church, which had been ransacked.

A 12-year-old girl was in grave condition after a stray bullet crashed through her living room window and struck her in the head while she stood in her Long Island home, officials said. The victim, who was taken to Winthrop-University Hospital, was not believed to be the intended target, authorities said.

As of Friday night, police said there were no suspects and no arrests had been made.

“It’s a single shot, we’ve determined that came from the street in front of that location,” said Det. Sgt. James Skopek, according to ABC7.

Police said there they don’t believe there was any kind of commotion in front of the house before the shot was fired.

“It enters through a front plate glass window, enters through that window and strikes the girl where she was standing,” Skopek said.

The victim’s name was not immediately released.

A man who identified himself as the girl’s grandfather said he rushed to his son’s house in disbelief after he heard about the shooting from a nearby deli worker.

“Beautiful girl, a beautiful personality,” Joyner told ABC7. “I don’t know anything right now. I haven’t heard anything.”

Dartmouth St., lined with two-story suburban homes, remained closed to traffic late Friday night as detectives combed the area for evidence.

At least one neighbor who lives on the unassuming residential street wasn’t surprised by the violence.

“Things like this happen around here,” said 25-year-old Oscar Martinez. “There were like three shootings here the summer before. You couldn’t even walk around here. There were too many gangs around here.”

As the Mets and Cubs get ready to open the NLCS tonight in Flushing, here’s the Daily News’ Top 10 moments in the rivalry:

The Cubs’ epic collapse was well under way by the time a black cat sized up All-Star slugger Ron Santo in the on-deck circle at Shea Stadium on Sept. 9, 1969. But in case the Cubs had any thoughts of clinging to their 1.5-game lead in the NL East, the black cat finished them off as the Mets posted a 7-1 win.The next day, the Mets would beat the Expos in extra innings and move into first place for good.

While the Cubs’ collapse in the 1969 NL East pision race, they did come up with a consolation prize — spoiling Tom Seaver’s perfect game. With Tom Terrific two outs away from history on July 9, 1969 at Shea, a scrub outfielder named Jim Qualls smacked a clean single to center, one of his 31 career hits. Seaver tipped his cap to acknowledge the standing ovation then got the next two batters out to finish off the one-hitter.

Seaver also threw a one-hitter against the Cubs at Wrigley in 1977 with journeyman third baseman Steve Ontiveros getting the lone hit in the fifth inning.

With MLB threatening the Cubs that playoff games would be moved to Busch Stadium in St. Louis, the lights finally went on on Aug. 8, 1988 against the Phillies amid great fanfare. When that game was rained out after 3 1/2 innings, the Mets got to play that historic first night game at Wrigley, minus the pageantry and dignitaries who showed up the previous night. A four-run seventh against Sid Fernandez and Roger McDowell propelled the host Cubs to a 6-4 win.

The Mets’ NL East pision-clinching win in 1973 came at the expense of the Cubbies. The 1973 clincher came on the last day of the season, Oct. 1, in a downpour at Wrigley Field. Tom Seaver won his 19th game, a 6-4 decision in the first game of a doubleheader. The nightcap was cancelled due to the weather.

Thirteen years later, the Cubs were the victim again for another Met party, this time in Flushing. While the Mets barely snuck into the playoffs in 1973, the pision crown in 1986 was never in doubt. And the inevitable was secured against the Cubs at Shea on Sept. 17. Dwight Gooden goes the distance for a 4-2 win, igniting a wild celebration that sees fans destroy the Shea field.

While the Mets’ surprise run into contention was over by the time the Cubs returned to Shea the weekend after Labor Day in 1984, Dwight Gooden electrified the crowd by nearly throwing a no-hitter in a 10-0 win over the Cubs on Sept. 7. Lumbering outfielder/catcher Keith Moreland got the only hit off Gooden, a dribbler down the third-base line that Ray Knight bobbled and could have been scored an error

Who you gonna call? While a Google search today finds the San Diego Padres and their fans taking credit for the Cub-Busters shirts they handed out during the 1984 playoffs, it was enterprising Mets fans that originated the idea, spawned from that summer’s monster hit movie. The Mets came out of nowhere to contend for the first time in a decade and held first place for most of July in a heated race with the Cubs. Cubs fans answered with Mets-busters shirts for a big series at Wrigley starting Aug. 6, a four-game sweep that knocked the Mets to 4.5 games back and finally gave the Cubbies revenge for 1969

While the Cubs didn’t clinch the 1989 NL East title until Sept. 26, the knockout blow had come eight days earlier with a 10-6 win over the Mets at Wrigley as Frank Viola couldn’t hold an early 3-0 lead. The defending champion and heavily favored Mets had been as close as 1.5 games behind in late August but the Cubs, a team of young homegrown players unlike the veterans hodge-podge that beat out the Mets in 1984, hung tough.

The beginning of the end of Dwight Gooden’s Mets career came at the hands of a journeyman outfielder with a funny nickname. On Opening Day 1994 at Wrigley, Karl (Tuffy) Rhodes hit three home runs off The Doctor, who went 3-4 with a drug suspension in his final Met season.

There wasn’t much to cheer about during the Joe Torre era, so when the Mets came up with a stud pitching prospect in Tim Leary with the second overall pick in the 1979 draft, the buzz spread faster than a tire fire on the Iron Triangle. Leary was dubbed Tim Terrific after winning 15 games at Double-A in 1980. He made his debut on a freezing-cold day at Wrigley, April 12, 1981, but after two innings, tore a muscle in his arm. Leary missed the rest of 1981 and all of 1982. He pitched a handful of games for the Mets in ’3 amd ’84 before embarking on a journeman career.

About 90% of people who want to cut back their drinking won't seek help. Why? They want to avoid being labelled an alcoholic.

How many people do you know who are in rehab or an AA member who must quit drinking alcohol as part of the program? Do you know that many doctors in the US label the person who drinks excessively as having a disease? This is the same approach as the National Institute on Alcohol Abuse and Alcoholism (NIAAA) which defines Alcohol Use Disorder (AUD: a “chronic relapsing brain disease”. But there are now different approaches emerging to treat people who drink excessively. Unlike 12 step programs in the US that require abstinence such as AA, doctors in Europe are trying a new approach. They say that alcoholism is not a disease, but a symptom of a larger psychological issue. Doctors in Europe have been prescribing a medication called baclofen as the primary treatment for people who are unable to control their drinking urges. Baclofen is normally used to treat muscle spasms, stiffness, and other back conditions often associated with multiple sclerosis and spinal cord injuries. There are preliminary open-label studies from Italy which demonstrate the effectiveness of baclofen in reducing alcohol use among the alcoholics. In addition, results from a clinical study conducted by Brown University show alcohol-addicted participants receiving baclofen were able to abstain from drinking for longer periods of time than those who didn’t receive the drug. Researchers are exploring the possible predictors of response to baclofen when used for treatment of alcohol and drug use disorders.

Controller Scott Stringer is giving the city low grades on contracting with businesses owned by women and minorities.

Stringer slapped a grade of D+ on the city’s effort — saying only 5.3% of its procurement, or $725 million, went to such businesses in 2015. It’s a slight improvement from last year, when the share was 3.9% and the city got a D.

The number is “unacceptably low,” Stringer said. “We must give companies that are owned by African Americans, Hispanics, Asians and women a chance to compete for their fair share.”

RECORD NUMBER OF MINORITY-, WOMEN-OWNED BUSINESSES ARE CERTIFIED IN NEW YORK CITY

Stringer awarded only one agency, the Department of Housing Preservation and Development, an A grade. Three got F’s — Small Business Services, Environmental Protection, and Sanitation. He gave his own office a C.

Of 4,100 minority and women companies certified to do business with the city, only 20% actually have city jobs, he said.

Mayor de Blasio’s office says when contracts signed over the course of the year are counted — rather than spending, which includes money paid under contracts signed before he took office — $1.6 billion was awarded to MWBE firms.

“Under Mayor de Blasio's directive, this administration is making an unprecedented effort to prioritize increasing awards to minority- and women-owned business enterprises,” said spokeswoman Ishanee Parikh. “These aren’t aspirational numbers, they are actual contracts the City has signed, sealed and delivered. But we know there’s more work to be done.”

Hillary Clinton is having some fun with the common criticism that she is too stiff on the campaign trail.

"I'm really not even a human being," the 2016 Democratic frontrunner joked during a podcast with BuzzFeed posted Monday.

"I was constructed in a garage in Palo Alto a very long time ago. People think that, you know, Bill Gates and Steve Jobs, they created it. Oh no. I mean, a man whose name shall remain nameless created me in his garage," Clinton continued.

"Another Round" podcast host Tracy Clayton played along with the gag, asking Clinton: "Are there more of you?"

"I thought he threw away the plans, at least that's what he told me when he programmed me — that there would be no more," a deadpan Clinton responded. "I've seen more people that kind of don't sweat, and other things, that make me think maybe they are part of the new race that he created: the robot race."

"But you have to cut this, you can't tell anybody this. I don't want anybody to know this. This has been a secret until here we are in Davenport, Iowa, and I'm just spillin' my electronic guts to you" she added.

The comical exchange came as another set of polls showed the former secretary of state in strong position in the race for the Democratic nomination.

According to a new CNN/ORC International poll released Monday, Clinton got the support of 50% of registered Democratic voters in the key early-voting state of Nevada.

Vermont Sen. Bernie Sanders came in a distant second, with 34%, while Vice President Biden, who hasn't decided whether he's running, got 12%.

The pollsters also found Clinton far in front in South Carolina — which hosts another early primary — where she got the support of 49% of likely Democratic primary voters.

Sanders followed with 24%, while Biden got 18%.

In a promo for Season 11 of “Keeping Up With the Kardashians,” the 32-year-old party boy explains that he “f----d up” by cozying up to ex-girlfriend Chloe Bartoli.

The couple of nearly 10 years, who share three children, broke up in July.

Kourtney Kardashian confronts her ex-boyfriend on Season 11 of "Keeping Up With the Kardashians."

In the teaser, Disick, is confronted by Kourtney, momager Kris Jenner, and Kourtney's sisters, Kim and Khloe. As Jenner points out his late-night carousing caused the family "heartache" and "pain," he fights back tears and admits how lonely he's been since the breakup.

"It's been a really hard time going from like, having all you guys, to having nobody"

The teaser comes on the heels of Sunday's finale of the E! reality show, which mainly focused on Kourtney's decision to end things due to his late night benders. He went to rehab earlier this year, but soon went back to his hard-partying ways.

"I love Scott, but I've been dealing with this for so long, it's definitely not good for me. At this point I'm really just trying to focus on me and the kids and make them the priority," Kourtney said on the finale as clips of Disick's previous drunken stupors played in the background.

Since separating from the Kourtney, Disick has been hanging out with young women, including 18-year-old model/artist Lindsay Vrckovnik earlier this month.

Kardashian isn't dating yet. She's been too busy raising the couple's three kids, Mason, 5, Penelope, 3, and Reign, 9 months.

Season 11 of "Keeping Up With the Kardashians" premieres Nov. 15.

European stocks edged lower Monday following a week of strong gains for financial markets.

The Stoxx Europe 600 fell 0.2% midway through the morning session, despite a 0.5% rise in Germany’s DAX index, led by sharp gains in utilities stocks.

Futures markets pointed to small opening losses for the Dow Jones Industrial Average and the S&P 500. Changes in futures aren’t necessarily reflected in market moves after the opening bell.

Chinese shares saw strong gains earlier Monday amid signs of reform in the telecommunications sector and stimulus measures from Beijing. The Shanghai Composite closed up 3.3% and Hong Kong’s Hang Seng HSNGY -0.90 % Index rose 1.2%. Japan’s markets were closed for a holiday.

The moves come after a sharp rally in global stocks last week following a rebound in oil prices and the prospect of continued accommodative policy from the U.S. Federal Reserve.

“Psychologically, we have seen a shift from [investors] looking on the downside, to taking everything as ‘this can continue for longer.’ So risk assets can continue to rally,” said Frances Hudson, global thematic strategist at Standard Life Investments which oversees £250 billion in assets.

However, she added the market may now have a “pause for breath” after last week’s rally.

Wall Street stocks ended higher Friday, sending the Dow Jones Industrial Average to its best weekly performance since February on gains in energy companies and expectations for a prolonged period of ultra low U.S. interest rates. Low interest rates in the U.S. have boosted global stock markets over the past several years.

Shares in European mining companies, energy companies and auto makers have recovered this month after falls in those sectors. Concerns over a China slowdown and a drop in commodities prices had battered mining firms, while the Volkswagen AG VLKAY 5.68 % emissions scandal has weighed on auto makers.

Shares in basic resources firms are now up almost 20% in October, having fallen 27% in the first nine months of the year.

“They got oversold, and now they quite quickly got somewhat overbought,” said Graham Secker, European head of equity strategy at Morgan Stanley. MS -0.82 %

Gains in Europe on Monday were led by German utilities companies after a stress test over the weekend showed they had adequate reserves for nuclear decommissioning. Shares in RWE AG RWEOY 5.89 % jumped over 13%, while E. ON SE was up over 10%.

Auto makers also saw strong gains following the China stimulus news, rising 1.5%.

China’s central bank announced it would expand a pilot program that would boost banks’ lending abilities to nine provinces including Shanghai and Beijing.

Elsewhere, investors remained transfixed on the outlook for U.S. monetary policy.

At a meeting of the International Monetary Fund over the weekend, central bank officials urged the Federal Reserve to proceed with its rate increase in order to reduce uncertainty. Fed Vice Chairman Stanley Fischer said Sunday that the U.S. central bank is taking a cautious approach in light of developments overseas and the effect of higher interest rates on emerging markets.

“Markets are boosted by the prospect of no rate increase, despite the fact that this suggests that the economy is therefore weaker than previously thought,” said Craig Erlam, senior market analyst at Oanda.

Looking ahead, bond markets are closed in the U.S. for a public holiday. Investors are also awaiting key economic data releases later in the week including retail sales and consumer prices data.

Meanwhile, the third-quarter earnings season is set to continue with major financial firms J.P. Morgan Chase JPM -0.32 % & Co, Bank of America Corp. BAC -1.08 % , Wells Fargo and Co. WFC -0.76 % , Citigroup Inc. C -0.52 % and Goldman Sachs Group Inc. GS -1.04 % due to report this week.

In currencies, the euro rose slightly against the dollar to $1.1379.

In commodities, Brent crude was up 1.1% at $53.47 a barrel. Gold was up 0.7% at $1163.70 per troy ounce.

Nearly 50 years before a gunman slaughtered nine people on a rural Oregon college campus, Sen. Robert F. Kennedy rallied for stricter gun laws on the steps of the town’s courthouse — only to be shot and killed about a week later.

The democratic presidential candidate made a campaign stop in Roseburg, Ore., in May 1968.

“All this legislation does is keep guns from criminals and the demented and those too young. With all the violence and murder and killings we've had in the United States, I think you will agree that we must keep firearms from people who have no business with guns or rifles,” he said to a crowd of about 1,500 according to a May 27, 1968 New York Times article.

At least one critic in the audience compared firearm registration, a crucial part of the bill, to Nazi Germany.

Kennedy — whose brother President John F. Kennedy was assassinated five years earlier — maintained that it was too easy for dangerous criminals to get their hands on weapons.

“At the present moment, a person who is insane, a man with a long criminal record of having killed a dozen people, can go in a buy a rifle,” he said according to CBS Evening News’ coverage of the campaign stop.

He continued: “Does that make any sense that you should put rifles and guns in the hands of people who have long criminal records or people who are insane or people who are mentally incompetent or people who are so young that they don't know how to handle rifles or guns?”

Kennedy lost the Oregon primary to Sen. Eugene McCarthy on May 28. He was assassinated in Los Angeles the next week.

Last Thursday — 47 years after Kennedy’s gun control advocacy speech — gunman Chris Harper-Mercer stormed the Umpqua Community College with six weapons. He killed nine people and wounded another nine before, turning his gun on himself as police moved in.

The 26-year-old, who left behind a hate-filled manifesto, lived with his fiercely protective mother, Laurel Harper.

Years ago, Harper voiced her opposition to gun control and took jabs as “lame states” with strict weapons laws. She also mentioned that she leared most of her gun knowledge from her well-versed son.

“I keep two full mags in my Glock case. And the ARs & AKs all have loaded mags,” she wrote, according to the New York Times. “No one will be ‘dropping’ by my house uninvited without acknowledgement.”

She also bragged about she read books by Donald Trump to Hard-Mercer when he was a baby.

“Fact: Before my son was even born, I was reading out loud to him from Donald Trump’s ‘The Art of the Deal,’” she wrote, according to the new York Times. “And as for the ‘gesture effect,’ I was practically a mime. And now my son invests in the stock market along with me, turns a profit and is working on a degree in finance. His language and reading skills are phenomenal.”

FRANKFURT— Volkswagen AG VLKAY 4.56 % on Wednesday said it will launch a massive recall in January of vehicles that have been affected by the emissions test scandal that has rocked Europe’s largest auto manufacturer.

The recall will begin in the new year once German authorities have approved the company’s plans to fix the cars, a spokesman said, confirming remarks by Volkswagen Chief Executive Matthias Müller in an interview with the Frankfurter Allgemeine Zeitung. The recall is expected to be completed by the end of 2016.

Volkswagen faces hefty costs, fines and damage claims after U.S. environmental regulators said last month that the German auto manufacturer intentionally installed software in some of its cars that allowed the vehicles to perform better on emissions tests than they would on the road.

Mr. Müller told the newspaper that the company “doesn’t need three solutions, but thousands,” since the EA 189 engine was broadly used in several models with country-specific variations. The company is slated to present technical solutions to Germany’s Federal Motor Transport Authority on Wednesday.

A software update would be sufficient for most cars, but other vehicles would require new fuel injection equipment and catalytic converters, Mr. Müller repeated.

Mr. Müller said while he is conceded that Volkswagen would have to pay fines, but “there were no deaths, and our cars were, and are safe,” he said. He added that not many Volkswagen employees appear to have been involved in the deception.

“According to what we know today, very few employees were involved, but naturally we will only know exactly in a few weeks, once the results of internal and external investigations are available,” Mr. Müller said.

In a first step to address the potential costs of the crisis, Volkswagen last month issued a profit warning and said it would take a €6.5 billion ($7.33 billion) charge to earnings to pay for repairing up to 11 million vehicles affected by the emissions scam.

In an address to the about 20,000 factory workers at the company’s main facility in Wolfsburg on Tuesday, Mr. Müller said Volkswagen would try to avoid job cuts, but warned its investment plan of €86 billion was under review as it grapples with estimated costs of the scandal.

“This won’t be painless,” Mr. Müller warned. “That’s why we’re putting all planned investments under review. What isn’t essential will be scrapped or postponed.”

The original plan earmarked tens of billions of dollars to build new factories, pump out dozens of new car models and develop new technologies such as electric vehicles, self-driving cars and cars connect to the Internet.

Earlier Wednesday, a German court appointed Hans Dieter Pötsch to the supervisory board, which is expected to select him as chairman later Wednesday.

On Thursday, Michael Horn, CEO of Volkswagen of America, will testify before a congressional hearing on the VW emissions scandal. Mr. Müller is prepared to travel to the U.S. to issue an apology, he said in the interview.

“Right now, I have my hands full in Wolfsburg,” he added.
